A state agency is slow to respond and the permit is on the critical path. What do you do?

About the work

Walk me through a PSD permit you managed for a combustion turbine project, from applicability to issued permit.

How does permitting change when a project sits in a nonattainment area instead of an attainment area?

What they are checking: Whether they understand offsets, LAER and how nonattainment NSR can change project feasibility and cost.

How do you decide what control technology to propose in a BACT analysis for a simple cycle versus combined cycle unit?

What they are checking: Whether they know how BACT is argued and how choices like SCR affect cost and permit limits.

How would you evaluate a brownfield site with an existing permit compared to a greenfield site?

What they are checking: Whether they see how existing permits, netting and emission history can help or hurt a new project.

How do you make sure permit conditions get carried into construction and operations once the permit is issued?

What they are checking: Whether they think past issuance to compliance, since missed conditions can mean violations later.
